General Duties
The Borough Clerk acts as secretary to the governing body, assisting in the formulation of all meeting agendas, recording minutes of the meeting, and certifying resolutions and ordinances. The Borough Clerk's office issues business licenses, retail food licenses, bingo and raffle licenses, and marriage licenses. The Borough Clerk is also the Registrar of Vital Statistics responsible for the recording of deaths, births, and marriages.
Vital Statistics
For anyone seeking to obtain a certified copy of a birth, marriage, or death record, all applications for certified copies of a vital record will be processed on Thursdays only. At this time walk-ins will not be taken. You may mail or drop your application off with Deputy Clerk, Connie Dean.
An application can either be mailed or emailed to you. The application must be filled out prior to your arrival at the Vital Statistics office.

Application for a Marriage License
By Appointment Only with Connie Dean, Deputy Registrar at 908-689-3600, ext. 119. Please be sure to make an appointment at least one month in advance of the ceremony, regardless if you have a date already planned or not.
Please download the Application for License: Marriage, Remarriage, Civil Union, and Reaffirmation of Civil Union (PDF), and fill out the front portion. Applications are to be completed neatly before coming to the appointment. You may also email your completed application to the Deputy Clerk . The witness is to fill out the top portion of the second page. Signatures on the back of the application will be done at the time of the appointment.
Required at time of appointment for a marriage license:
- Both applicants must be present
- The witness must be present
- $28 fee (Check or Money Order Only) made out to Washington Borough
- Valid Government issued ID
- Proof of residency (Driver's license) except if you are coming from out of state. In that case, the venue where the ceremony will take place must be within the Borough of Washington.
